In article through determination of the complex definition and shaping the beliefs about intercoupling element labor relations on regional level is formed model of the satisfaction of strategic need of the territory in labor resource. The System belief about process of the motion labor resource will allow on regional level to build the strategic plans and program of the provision enterprise and organization of the certain territory by necessary skilled personnel.
